

Council of Elders is a four-boss encounter where Gara'jal’s spirit empowers one elder at a time.
Empowered elders gain stronger abilities and generate Dark Energy.
When they take 25% of their health, the spirit jumps to the next boss, resets Dark Energy, and leaves a stacking damage buff.
Deal enough damage to phase the boss before they cast Dark Power at 100 Energy, while handling the various mechanics the bosses throw at you.

Gara'jal's spirit possesses random elders throughout the fight, jumping between them whenever they've taken 25% of their health.
He provides them with empowered abilities and generates Dark Energy. You need to DPS down the possessed boss before they reach 100 Energy and cast Dark Power.
When Gara'jal moves on to the next boss, he leaves behind a Lingering Presence buff, which stacks and makes the damage ramp through the fight.
When Gara'jal’s spirit leaves an elder, they gain Lingering Presence, increasing all damage they deal by 10% and increasing their Dark Energy generation rate by 10% for the rest of the fight.
This effect stacks each time they are empowered.
Malakk focuses on tank damage and frost debuffs that spread to nearby players.
While empowered, his single-target frost debuff becomes Frostbite, which must be soaked by standing close to the debuffed player.
Malakk’s melee swings apply stacks of Frigid Assault.
At 15 stacks, the tank is stunned for 15 seconds.
Tanks need to swap to prevent this.
Kazra'jin charges through the raid and, when empowered, reflects damage to players while he is stunned.
Avoid stacking and watch the reflected damage.

Sul uses Sand Bolt and Quicksand to spread Nature damage and slow players.
When empowered, he casts Sandstorm, animating Quicksand into Living Sand adds that must be killed.

If the Spirit is still alive after 20 seconds it will leap to it's target and heal them.
The spirit can be slowed and rooted and should be killed ASAP.
Mar'li blasts a random player with Wrath of the Loa, dealing Holy damage. This cast can and should be interrupted.
When Empowered, Mar'li's Wrath of the Loa deals Shadow damage instead, it can and should still be interrupted.
When Mar'li becomes empowered, she summons a Shadowed Loa Spirit that slowly moves towards a random player.
If it reaches within 6 yards of its target, it kills them.
If the Spirit is still alive after 20 seconds, it leaps to the target and kills them.
The spirit can be slowed and rooted and should be killed.
Mar'li blasts a random player with Wrath of the Loa, dealing Holy damage. This cast can and should be interrupted.
