Megaera herself cannot be attacked, so the raid must kill 7 of the various types of heads to end the encounter.
Two heads will be fightable at a time. When one is killed, a head of another type will spawn, and the defeated head joins Megaera in the fog.
The heads in the fog will cast a unique ability. The more heads you kill, the more mechanics to deal with.
Tanks must face the heads away at all time to avoid a frontal hitting the raid.

Megaera attacks with multiple heads, each tied to a different school of magic.
Killing a head triggers Rampage, and the next set of heads deal increased damage.
EVERYONE
STACK UP AND USE DEFENSIVES
A fog effect that obscures vision around Megaera, making the heads there untargetable.
After a head is killed, the remaining heads gain a stack of Hydra Frenzy, increasing their attack speed by 20% until they die.
Try to rotate which is killed to remove this.

When one head dies, the other heads gain a stack of Elemental Blood of Megaera, permanently increasing the damage done by all heads of that type by 20%.
The Flame Head casts a fiery frontal breath when active and puts Cinders on the raid when inactive.
IF DEBUFFED
MOVE OUT, CLEAR ICY GROUNDS, GET DISPELLED
Applies a Fire DoT that deals initial damage and leaves behind a patch of burning ground when dispelled or expired.
The player must move away from others before removal.
If a player with this Debuff runs across Icy Ground, the zones will be cleared.
This burning ground dropped by this can be cleared similarly with Torrent of Ice.
You should clear any Icy Grounds necessary, and then get dispelled outside of the raid.
The Frozen Head casts a frontal breath when active and casts Torrent of Ice on the raid when inactive.
IF TARGETED
MOVE OUT AND CLEAR CINDER PATCHES
Fixates on a random player, channeling a beam of heavy Frost damage, leaving Icy Ground on the ground.
Players must kite this to the back of the room.
This can be used to clear the burning ground left from Cinders.
The Venomous Head casts an acidic breath when active and casts Acid Rain on the raid while inactive.
